Extensive road construction was under way across Rock County, directed by Commissioner of Highways C. E. Moore, with crews and crusher plants at work on roads including the Evansville-Janesville road, the Brooklyn road, the road between Milton and Milton Junction, Milton avenue in the town of Harmony, and roads in the towns of Clinton, Bradford, Spring Valley, Fulton and Beloit; the work had been inspected by State Engineer Hirst.

The Wisconsin Tobacco Reporter, Friday, June 26, 1914: …swing in Rock county. Commissioner of Highways C. E. Moore is busy early and late with the work of directing and overseeing the contractors, and is also arranging for other jobs which have not as yet been started. At present there are two crews employed in the town of Union, where the Evansville-Janesville road is being repaired by Drew and Gharrity, and construction work is under way on the Brooklyn road by the contracting firm of Hughes and Perry. In this town one of the new stone crushing plants is being used with entire satisfaction, a mile and a half of work having been completed on the Evansville-Janesville road with the use of this equipment. This work has been inspected by State Engineer Hirst, who found nothing but the highest approval for the work. Another stone crusher plant is being used by Contractor Wileman on the stretch of road between Milton and Milton Junction, which is now entirely closed to traffic. A water bound macadam highway is being built with all the dispatch possible, as this is an important thoroughfare. Two shifts are being worked on the steam roller, which is in use day and night.
