The legislature passed an act appropriating twenty-five percent of the income of the swamp-land fund to normal institutes and academies under the supervision of a board of regents of normal schools.

The evidence

• “Little was accomplished, however, in this direction during the next ten years. In 1857 an act was passed by the legislature appropriating twenty-five per cent, of the income of the swamp-land fund " to normal institutes and academies under the supervision and direction of a board of regents of normal schools," who were to be appointed in accordance with the provisions of the act. Distribution of this income was made to such colleges, academies, and high schools as maintained a normal class, in proportion to the number of pupils passing a successful examination conducted by an agent of the board.”
