• “The legislation on the subject of this grant is voluminous. In 1862 the legislature of the state passed an -act to ascertain and settle the liabilities, if any, of Wisconsin and the company, and a board of commissioners was appointed for that purpose. At the session of the legislature in 1863, the committee made a report with a lengthy opinion of the attorney-general of the state.”
