• “The state legislature, in its first session in 1848, in the act establishing the Uni^ versity of Wisconsin, declared that one of the four departments thereof should be a department of the theory and practice of elementary instruction. The first institution ever chartered in the state as a normal school was incorporated by the legislature at its second session— 1849 — under the title of the " Jefferson County Normal School." This, however, was never organized.”
