• “1864 congress made a grant of land to the state of Wisconsin to aid in the construction of a railroad from Berlin, Doty's Island, Fond du Lac, or Portage, by way of Stevens Point, to Bayfield or Superior, granting the odd sections within ten miles on each side of the line, with an indemnity limit of twenty miles on each side. The legislature of 1865 failed to dispose of this grant, but that of 1866 provided for the organization of two companies, one to build from Portage City by way of Berlin to Stevens Point, and the other from Menasha to the same point, and then jointly to Bayfield and Lake Superior.”
