Randall was published, calling upon " all good citizens to join in making common cause against a common enemy," and inviting the " patriotic citizens of Wisconsin to enroll themselves into companies ready to be mustered into service immediately." The promulgation -of this address was followed by public meetings held at eligible points throughout the county.”
