“Distribution of this income was made to such colleges, academies, and high schools as maintained a normal class, in proportion to the number of pupils passing a successful examination conducted by an agent of the board. In 1859, Dr. Henry Barnard, who had become chancellor of the university, was made agent of the normal regents.”
