• “This dispute defeated the loan, and stopped all work on the canal. During the year 1841, Thomas W. Sutherland succeeded Moses M. Strong as United States attorney. The second session of the third legislative assembly begar^ at Madison, on the sixth of December, 1841. Governor Doty, in his message to that body, boldly avowed the'doctrine that no law of the Territory was effective, until expressly approved by congress.”
