• “In the interim no settler could obtain his land by pre-emption. The law of 1834 extended only to those who had made cultivation in 1833, consequently the settlers of later date were excluded from its benefits. Meanwhile the fraudulent floats were freely used to dispossess actual settlers as late as 1835.”
