The territorial legislature approved an act dividing the territory into three judicial districts, Brown and Milwaukee counties (including Rock County before its detachment) constituting the third district.

The evidence

• “By act No. 2 of this session, approved November 15, 1836, the territory was divided into three judicial districts. The counties of Crawford and Iowa constituted the first district, the counties west of the Mississippi, the second district, and the counties of Brown and Milwaukee the third district.”
