• “The first session of the territorial legislature of Wisconsin was held in Belmont, in what is now Iowa county, in the fall of 1836. The territory of Wisconsin then comprised what is now Wisconsin, Iowa, Minnesota and a part of the Dakotas. The legislature was then composed of the council and the house, corresponding to the senate and the assembly of the present day. On November 11, 1836, a bill was introduced in the council to locate and establish the seat of the territorial government. This motion was referred to the council as a committee of the whole, which held two sessions that day and devoted all of the following day to the consideration of the bill.”
