Practical suspension of specie payment of bank bills began in Wisconsin.

The evidence

• “Specie payment of bank bills was then practically suspended, in our state, from April 17 to. December i, 1861, and there was no longer any plain practical test for determining which were ■good, and which not. In this condition of things, bankers met in convention, and, after discussion and inquiry as to the condition and resources of the different banks, put forth a list of those whose issues were to be considered current and bankable.”
