As is always the case in a city divided by a river, the way Janesville is located, there is some rivalry between the sides of the river, and the building of the library upon the east side of the river led the council to commence the erection of a city hall at the same time, when, under ordinary events it might have been delayed some years. Land was purchased at the corner of Jackson and Wall streets and the building, commenced in 1901, was completed in the fall of 1902. This building is constructed of Berea sandstone with tile roof, and is about 71 by 98 feet, two stories, basement and attic.
