Whiton was sent to the Territorial Legislature to represent Rock County (another passage says the people elected him against his will in 1838).

He was a native of Massachusetts, was a thoroughgoing Whig, of the Webster school, and, as efirly as 1838, he was sent to the Territorial Legislature to represent Rock County. The next year, he was chosen Speaker of the House, a position which he was eminently qualified to fill.”
