Warren, and by act of congress approved July 7, 1870, the secretary of war was authorized to appoint a board of arbitrators to ascertain how much the government should pay to the successors of the Improvement company, the Green Bay and Mississippi canal company, for the transfer of all its property and rights; and by a subsequent act, approved June 10, 1872, an appropriation was made therefor.
