By this law, the office of bank-comptroller was created — the officer to be first appointed by the governor, and to hold his office until the first Monday in January, 1854. At the general election in the Fall of 1853, and every two years thereafter, the office was to be filled by vote of the people. Governor Farwell afterward, on the 20th of November, appointed James S.
